A Comiss\u00e3o de Educa\u00e7\u00e3o aprovou na quarta-feira, 5, proposta que obriga o Poder P\u00fablico a manter programa de acompanhamento integral de dislexia, de transtorno do deficit de aten\u00e7\u00e3o com hiperatividade (TDAH) ou de qualquer outro transtorno de aprendizagem para estudantes do ensino b\u00e1sico da rede p\u00fablica e privada. O texto aprovado \u00e9 o substitutivo, com complementa\u00e7\u00e3o de voto, da deputada Mara Gabrilli (PSDB-SP), ao Projeto de Lei 7081\/10, do Senado.<\/p>\n

De acordo com a proposta, o acompanhamento integral inclui a identifica\u00e7\u00e3o precoce, encaminhamento para diagn\u00f3stico e apoio educacional espec\u00edfico voltado para a sua dificuldade na rede de ensino, bem como apoio terap\u00eautico especializado na rede de sa\u00fade. A escola tamb\u00e9m poder\u00e1 recorrer \u00e0 assist\u00eancia social e outras pol\u00edticas p\u00fablicas existentes no territ\u00f3rio.<\/p>\n

O projeto original previa programa de diagn\u00f3stico e tratamento para dislexia e TDAH. A relatora preferiu falar em programa de acompanhamento integral das doen\u00e7as. Ela destaca que o atendimento educacional espec\u00edfico, nas escolas, voltado para as dificuldades do educando, n\u00e3o se confunde com interven\u00e7\u00e3o terap\u00eautica ou diagn\u00f3stico cl\u00ednico.<\/p>\n

Conforme o texto, caso seja verificada a necessidade de interven\u00e7\u00e3o terap\u00eautica, esta dever\u00e1 ser estabelecida em um servi\u00e7o de sa\u00fade que apresente a possibilidade de avalia\u00e7\u00e3o diagn\u00f3stica, com metas de acompanhamento por equipe multidisciplinar composta por profissionais necess\u00e1rios ao desempenho dessa abordagem.<\/p>\n

Forma\u00e7\u00e3o de professores<\/strong>
\nSegundo a proposta, os sistemas de ensino devem garantir aos professores da educa\u00e7\u00e3o b\u00e1sica amplo acesso \u00e0 informa\u00e7\u00e3o e \u00e0 forma\u00e7\u00e3o continuada objetivando capacit\u00e1-los para a identifica\u00e7\u00e3o precoce dos sinais relacionados aos transtornos de aprendizagem ou do TDAH, bem como para o atendimento educacional escolar desses educandos.<\/p>\n

Mara Gabrilli destacou que, para a constru\u00e7\u00e3o do substitutivo, contou com a colabora\u00e7\u00e3o dos Minist\u00e9rios da Educa\u00e7\u00e3o (MEC) e da Sa\u00fade. \u201cH\u00e1 n\u00e3o apenas o entendimento conceitual da relev\u00e2ncia da mat\u00e9ria no \u00e2mbito do MEC, como tamb\u00e9m n\u00e3o se encontrar\u00e3o \u00f3bices or\u00e7ament\u00e1rios \u00e0 implanta\u00e7\u00e3o da pol\u00edtica pretendida\u201d, observou.<\/p>\n

Doen\u00e7as<\/strong>
\nA dislexia \u00e9 um transtorno de aprendizagem de leitura cr\u00f4nico, de origem neurobiol\u00f3gica. \u00c9 o dist\u00farbio de maior incid\u00eancia nas salas de aula e atinge entre 5% e 17% da popula\u00e7\u00e3o mundial, segundo a Associa\u00e7\u00e3o Brasileira de Dislexia. J\u00e1 o TDAH se caracteriza por sinais claros e repetitivos de desaten\u00e7\u00e3o, inquietude e impulsividade, mesmo quando o paciente tenta n\u00e3o mostr\u00e1-lo.<\/p>\n
